New Yorkers eagerly away $4 billion subway spending increase

The city of New York will spend $4 billion on 1,000 new subway cars this year. Currently more than 40 percent of trains are delayed. New Yorkers hope the new spending will lead to real change to make their commutes less stressful. CGTN's Nick Harper and Zack Huskins explain.
